recent election results that they need to get healthy with hispanic voter. they were way on the downside of that growing constituency. very important in swing states out in the west part of the united states, as well as in florida and some of the east coast states, as well. so that is going to push them to the bargaining table on the issue of immigration. he's got less of an auspicious landscape in front of him on issues like energy and climate change. and of course on guns which is an issue that events have pushed to the forefront. he's going to have a rough time getting that priority through the congress. >> you mention immigration being one of those big-ticket items, of course, health care was the signature big-ticket item of the first term. what else is on the list this time around? >> well, he's got immigration, he's got overseeing the implementation of the health care law which, of course, hasn't really fully taken effect. he's got energy and climate which is really the big undone story from the first term. he did not get that cap and trade bill. and he's not going to get

beforehand preparing for whomever is elected in november. and as someone who participated in the inaugural four years ago and we had absolutely no idea what we were doing, i can tell you that the folks at the jcic regardless of who the chair is and the folks at jt if you can are there ready for you when you walk in the door and really do a lot of the logistical lift. it's more our job just to make sure the president's imprint is put on the event, and one of the ways we do that is in the parade as the colonel mentioned along with all these military elements, there are 58 different groups, 58 different groups, floats and vehicles. these are from all 50 states. they are everything from the virginia military institute just across the river in virginia down in southern virginia which has march inside a number of inaugural parades all the way through a group, one of my favorites, a group from maine of unicyclists that will be joining us that i believe they are called -- let me give the name quite right, the gym dandies, gym, of of course, being spelled g-y-m in this case. so they will

elected president. the first thing they had to do was notify washington he needed to come to take his oath of office. it took a little while for presidents of the united states in those days to get to wherever the federal government was so they had a couple of weeks to work things out. well the first thing they did was to write an oath for everybody else to take including the vice president of the united states. congress write it is oath that every other person who works for the government from military to judges to the legislators. that is an oath written by congress and it's changed over the centuries. but the oath the president takes is unique. it's in the constitution and it's never changed. so the question was where are we going to swear in the president of the united states? well congress is meeting in federal hall on wall street. and it was a nice building. the house had the bigger room downstairs and the senate had the smaller room upstairs. and they said the president should be sworn in in our chamber. that was fine except everybody in new york and anybody who could get to ne

election, and mexico the term is usually three years. my state is the only state that lasts for years. we decided we needed to change the model and made that a partnership and assign the retired general to become chief of police. a couple of months into the new administration, we had the police force, police officers didn't want to work with the general. and of course we were wondering if it had to do some with low wages for the betterment of the working conditions. the strike was orchestrated and they didn't want to work under a military chief. we have to take a very tough decision because there was something totally out of our hands. what we did is we decided to fire and to disappear the police officer department. of course after they heard i had taken the decision to disappear, they decided to go back to work and we justify one condition. you can go back to work if you do three things. number one. number two coming take a polygraph and number three can be said that due to an economic investigation and see the way they live. according to what they are. of the 800, 400 isn't going to do

an election can sometimes overshadow the business of governing, but the presidential campaign is now behind us, and so it's my hope that the president will finally be willing to do what republicans have been asking him to do since his first inauguration four years ago and that is to work weus -- with us in solving problems, to put aside what we know we can't agree on and focus on what we can agree on. we should start with spending and debt because if we don't get a handle on that, nothing else matters. if we don't work together to strengthen our entitlement programs, they will go bankrupt. all the cuts will be forced on -- automatic cuts will be forced on seniors rendering worthless the promises they built their retirements around. it is nice to say, as the president did yesterday, these programs free us to take the risks that make our country great. but if we don't act to strengthen and protect them now, in a few years they simply won't be there in their current form if we don't work together to control the debt, the cost of our interest payments alone will eventually crowd out fund

we received waivers in many cases that they elected not to try. we tried many cases that are testimonial cases, one versus one piece of testimony. i think we have the right standard in making a determination. we asked commanders to take note before they prefer a charge, charging instrument that we use, that simply asks them based on their personal knowledge or personal investigation of the case, do they believe, honestly believe the charges are true to the best of the knowledge and belief. that's the charging decision. and, and when those charges go forward to trial, at a later date, then we use prove beyond reasonable doubt, the very same standard that we use everywhere else in the nation. and it is reasonable that we will see a quintals, and we do. so i have a hard -- when you say the best example or model of how those decisions are made downtown, and put our model against that, we're every bit as good and in many cases better than that model. >> better will let other people decide, but it sounds to me, i'd like the others, what you're suggesting is you will charge more cas
